He was the eldest son of Baptist Noel, the 3rd Viscount Campden and his third wife, The Honourable Hester Wotton. Prior to his creation as Baron Noel, of Titchfield in the County of Hampshire within the Peerage of England on the 3rd February 1681, Edward had sat in the House of Commons at Westminster as the Member of Parliament for Rutland (1661 – 79). He was appointed as a Deputy Lieutenant of the County of Rutland in March 1670. In February 1676, Edward was further appointed as the Lord Lieutenant of the County of Hampshire and in the following March received the office of Warden and Keeper of the New Forest in the same county.
Further, Edward was appointed as the Colonel of the Hampshire Militia in 1678 and was briefly Knight of the Shire for Hampshire in 1679. As mentioned above, he was created a peer in his own right as Baron Noel in 1681 and took his seat in the House of Lords and was also appointed as the Custos Rotulorum of Hampshire the same year. In 1682, he appointed to several offices within the county: Governor of Portsmouth, Constable of Porchester Castle, and Lieutenant of South Bere Forest. On the 29th October 1682, Edward succeeded his father as the 4th Viscount Campden, together with the offices of Lord Lieutenant and Custos Rotulorum of Rutland. He was advanced within the Peerage of England when he was created as the Earl of Gainsborough on the 1st December 1682. Edward married twice. His first wife was Lady Elizabeth Wriothesley (born circa 1635 died circa 1680) whom he married in May 1661. She was the eldest daughter and co-heiress of Thomas Wriothesley, the 4th Earl of Southampton and his first wife, Rachel de Massue. After Elizabeth’s death, he married secondly, Mary Herbert (died 1693). She was the widow of Sir Robert Worsley, the 3rd Baronet of Appuldurcombe in the County of Hampshire and a daughter of The Honourable James Herbert, ofTythrop Park, Kingsey in the County of Buckinghamshire and his wife, Jane Spiller. Edward and Mary were married at the Parish Church of St James, Duke’s Place in the City of Lon don on the 23rd April 1683.
